Discoloration on a water pipe may be a sign of a leak. Even if there is no leak right now, the pipe may have leaked in the past.
Depending on the condition of the pipe, you may want to consider consulting a licensed plumber to see if it should be replaced.
We encourage you to go into your basement and look at your water pipes from time to time, especially if you live in an older home. If you see anything that looks questionable, you can call a licensed plumber to check it out.
